Look to the time left and ensure you have a practical timeline so the work does not get out of hand at the really busy end of the semester.<\/p>\n<p>Regarding the end of the semester: See the <strong><a href=\"https:\/\/sites.owu.edu\/sustainability-workblog\/evaluation\/\" target=\"_blank\" rel=\"noopener\">Evaluation<\/a><\/strong> page: <strong>Due no later than May 9 at noon in shared folder.<\/strong><\/p>\n<p>My notes for Ostrom ch. 1-5 are below. For Monday&#8217;s discussion I&#8217;d like each group to take the design principles Ostrom outlined (see below for several versions) and apply them to your group&#8217;s project.<\/p>\n<p>An example of this is in ch. 4 (on water governance) on page 76.<\/p>\n<p>You should think on this a bit before class if you have the time.<\/p>\n<h2><em>The Uncommon Knowledge of Elinor Ostrom<\/em><\/h2>\n<h3><strong>Ch. 1: What&#8217;s So Tragic about the &#8220;Commons&#8221;?<\/strong><\/h3>\n<ul>\n<li><strong>Tragedy of the Commons:<\/strong> A very effective parable. Garrett Hardin (1968)\n<ul>\n<li>tragedy in terms of inevitable inabilty to escape (Greek tragedies)<\/li>\n<li>population control, nativism, privatization: racism and human rights suppression in the name of environmental sustainability<\/li>\n<li>Hardin&#8217;s parable was neat, plausible, and wrong<\/li>\n<li>Ideology with little empirical, historical, tangible evidence<\/li>\n<\/ul>\n<\/li>\n<li><strong>Ostrom<\/strong>: People can get together and collectively deal with many issues outside of institutions such as private property\/economic market and heavy regulation.<\/li>\n<li><strong>Common-pool resources:<\/strong> management is tough without cooperation<\/li>\n<li><strong>Eight design principles<\/strong> as an approach to sustainable stewardship of common-pool resources\n<ul>\n<li>clearly defined boundaries<\/li>\n<li>costs should match benefits<\/li>\n<li>rules are made collectively by users<\/li>\n<li>monitoring systems are in place<\/li>\n<li>sanctions must be in place to punish violators<\/li>\n<li>there must be conflict-resolution mechanisms<\/li>\n<li>the system must have autonomy<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>Ch. 2: Los Angeles Ground Water<\/h3>\n<ul>\n<li>&#8220;public entrepreneurship&#8221; as an alternative<\/li>\n<li>municipal governance: rather mundane origins of ideas with global impact<\/li>\n<li>surfer etiquette<\/li>\n<\/ul>\n<h3>Ch. 3. Maine&#8217;s Lobster Gangs<\/h3>\n<ul>\n<li>Assumptions of Tragedy of the Commons: no one talks to each other! That just doesn&#8217;t happen.<\/li>\n<li>Lobster governance: mix of state intervention and collective agreements<\/li>\n<\/ul>\n<h3><strong>Ch. 4. Spain&#8217;s Ancient Water Court<\/strong><\/h3>\n<ul>\n<li>how historically rooted cooperative institutions are &#8211; thousand year old Water Court<\/li>\n<li>extensive canals, rules, court: not the work of government nor private sector<\/li>\n<li>who looks at things like this? problem of silos in academia<\/li>\n<li>how to study and assess these kinds of institutions &#8211; and pull out core values?<\/li>\n<li><strong>Ostrom&#8217;s Design Principles<\/strong>\n<ul>\n<li>The physical and social boundaries are clearly defined.<\/li>\n<li>Locally tailored rules define resource access and consumption.<\/li>\n<li>Individuals who are most affected by the rules can participate in rule making.<\/li>\n<li>Resource monitors are accountable to resource users.<\/li>\n<li>Graduated penalties can be imposed on rule breakers.<\/li>\n<li>Conflict management institutions are accessible.<\/li>\n<li>Authorities recognize a right to self-organize.<\/li>\n<\/ul>\n<\/li>\n<li>The principles applied to the Spanish Water System (p. 76)<\/li>\n<li>some problems\n<ul>\n<li>commons governance works but\n<ul>\n<li>is not in the interest of institutions (capitalism) if more profit could be made under privatization<\/li>\n<li>is not in the interest of government if controlled by private firms (capitalism) or corrupt<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><strong>Ch. 5. Institutions for Collaborative Forest Management<\/strong><\/h3>\n<ul>\n<li>&#8220;intentional communities&#8221; &#8211; utopian\n<ul>\n<li>communists!<\/li>\n<\/ul>\n<\/li>\n<li>Creating an agreed to a system of rules to govern a commons<\/li>\n<li>Book: <em>Governing the Commons<\/em> (1990)<\/li>\n<li>On not washing a rental car: you have to have some ownership stake<\/li>\n<li>Is Ostrom&#8217;s approach too quaint, sweet, low on profits and high on ideals to really be more than a minor player in the world?<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>We are in the home stretch with course projects.
