Comments can be enabled or disabled at the site level or on each individual post (or page.) Look for the Discussion settings page and/or the Discussion block on the post/page editor screen.
Also, you can restrict who can comment, (whether they must first be logged into the site, for example.) And when people leave comments, they can opt-in to email notifications of follow-up comments and/or new posts.
