The US leads the world in illicit drug use, accompanied by significant levels of drug addiction & its disastrous impacts on families & communities. The US approach to the problem has been to wage a “war on drugs” by focusing on incarceration to discourage drug use & maintain social order. This policy has led to the highest incarceration rate in the world. Yet, addiction rates & distribution have been largely unaffected. Economic costs of imprisonment have soared.
